Executive Board
Brad Lemon
Brad began serving as President in June, 2014. President Lemon joined the Fraternal Order of Police in 1992 when he graduated the police academy as a Kansas City Missouri Police Officer. He joined the Executive Board in 2009 and has served as the 2nd Vice President, Treasurer, and the Executive Vice President. President Lemon has chaired the Labor Services Committee since 2009. During his tenure on the Executive Board Lodge 99 received recognition for both the sworn members, below the rank of Captain, and most of the department’s non-sworn members. In 2010 the first collective bargaining contract in the department’s history was completed which provided protections for every member in the sworn bargaining unit. The Lodge purchased a 15,000 square building and now houses its offices, a five thousand square foot meeting and event space along with the Law Offices of McCauley and Roach.
In 2013, President Lemon and the Executive Board finalized negotiations regarding a law suit settlement against the Board of Police Commissioners and Kansas City over a health care issue. The subsequent settlement brought pay raises and pension contribution increases that will guarantee full funding of the pension fund. In that same year the work by the Executive Board successfully lobbied the state’s legislative bodies and returned its members their political rights, the first time in 74 years. President Lemon has served on the city’s Health Care Committee, Pension Committee and Blue Ribbon Commission on the Local Control of the Police Department.
Brad has attended numerous State and National FOP conferences, training seminars and labor summits.
President Lemon has served in Metro, Center, East, and Shoal Creek Patrol Divisions, along with the Tactical Response Team. He has also served in several investigative elements, including Narcotics, Property Crimes and Violent Crimes. He was promoted to Sergeant after making the 1997 Sergeant’s list.
Brad and Shelly’s two families have blended into one and they have three children.

I served the on Kansas City Mo Police Department for over 32 years. Most of my career was as a Detective in Investigations Bureau (Homicide, Robbery, and Fugitive Units). I have been a member of Lodge #99 since it was created. As a member of Lodge #99, I have served as a Trustee, Chief Lodge Trustee, Treasurer and Executive Vice President. I was a member of the Negotiations Committee that negotiated the first three contracts for Lodge #99. At the State Conference in June of 2014, I was elected to the position Sgt at Arms for the State Lodge. I enjoy working with the State Board and assisting members throughout the State. At the State Conference in June of 2016, I was elected Executive Vice President for the State Lodge. At the State Conference in June of 2018, I was re-elected as Executive Vice President. During my time on the State Executive Board, I worked with many local, state, and national leaders on law enforcement issues. I am currently the Business Manager for the Lodge where I work closely with the Executive Board and handle the day-to-day operations of the lodge. Ron Orr
Ron is a 29 year veteran of the Kansas City, Missouri Police Department and recently retired as a Master Detective. Originally from Washington State, he served in the United States Marine Corps and afterwards attended Southern Illinois University at Carbondale, earning a Bachelor’s Degree in Administration of Justice.
He has been an active member of FOP Lodge #99 since its inception and has held several positions on the Executive Board to include President. He also served 2 terms as the Missouri State FOP Sergeant at Arms. Ron currently serves as Lodge 99’s State Trustee and is a member of its Political Action Committee.

I began my career with the Kansas City Missouri Police Department in 1992. I have worked within several elements but am currently assigned to the Narcotics and Vice Division as the Vice Supervisor. I joined the Fraternal Order of Police in the mid-nineties and am proud to be member number forty four. I have held several positions on the E-Board including that of President. During my time as the President of Lodge 99, I oversaw many positive changes including the signing of our first ever contract and winning back our political rights.
I was born and raised in Kansas City Missouri. I am married and have three children. I have two brothers and a sister as well as countless in-laws and other family, with whom I enjoy spending time with.
I am an active member of The Knights of Columbus at St. Andrews Catholic Church in Gladstone Missouri. I enjoy both participating and coaching sports. I have coached at least one sport every year for over 25 years from parks and recreation teams to high end travel teams. Teaching and giving back is a great passion of mine. I am a high energy person and hope that my passions transcend to others for many years to come.
No accomplishments are ever completed without assistance, whether directly or in-directly, from someone else. Everything I have accomplished and continue to accomplish can be traced back to others who have taken the time to help and for that I am grateful.
