Todd Templeton
Born and raised in Lee's Summit and Lake Winnebago, Todd is a lifelong Missourian dedicated to public service and law enforcement. He graduated from Lee's Summit High School before earning an Associate degree in Law Enforcement and a Bachelor’s degree in Criminal Justice from Missouri Southern State University.
Todd is currently serving in his 27th year with the Kansas City Missouri Police Department. Throughout his career, he has held assignments in Patrol, the Sex Crimes Unit, and the Homicide Unit, gaining extensive investigative and operational experience. Promoted to sergeant in 2014, Todd was assigned to Central Patrol Division, where he was selected to lead one of the department’s first IMPACT squads — a proactive patrol-based unit focused on reducing violent crime through enforcement, collaboration, and community problem-solving.
A dedicated advocate for law enforcement officers, Todd has been an active member of the Kansas City Fraternal Order of Police Lodge 99 for 27 years and has served on the Executive Board for more than six years. In April 2026, he was elected President of Lodge 99.

Detective Janna Nelson

Born and raised in the Kansas City area, Janna Nelson has built a career dedicated to service, leadership, and advocacy within the law enforcement community. She attended Northwest Missouri State University on a vocal music scholarship, where she earned a Bachelor of Science degree in Public Relations in 2022. She is currently pursuing a Master of Arts in Strategic Communication (graduation coming Summer 2026).
Before joining law enforcement, Janna worked as a 9-1-1 dispatcher and jailer for Nodaway and Holt counties in northwest Missouri, an experience that sparked her passion for policing and public service. She joined the Kansas City, Missouri Police Department in 2017 and graduated from the police academy in January 2018. Throughout her career, she has served in the Central Patrol Division, CPD IMPACT Squad, the Sex Crimes Unit, and most recently the Homicide Unit. Janna has been an active member of the Kansas City Fraternal Order of Police Lodge 99, and she was elected to the Executive Board approximately three years ago.
Outside of her professional responsibilities, Janna enjoys coaching and competing in CrossFit, reading, cooking, and spending time with her husband, Scott, and two kids, Rylee and Owen.

Sergeant Benjamin Lindsay

Ben Lindsay has been a member of the Fraternal Order of Police since 2007. He is an Iowa native (go Hawkeyes!) and started his law enforcement career with KCPD in 2007. Over his 19+ year career, Ben has worked for multiple patrol stations, Police Athletic League, SWAT, and currently serves as a sergeant in the Traffic Enforcement Unit. Ben also currently serves as a supervisor for the Crisis Negotiation Team and a Funeral Coordinator for the police department. He strives (motto) to make each assignment/unit better than he left it.
When he began working in law enforcement, Ben was mentored by officers who were active in the FOP, but he had not been active himself early in his career other than being a member. Knowing everything that our FOP has done for its members in the last few years alone (such as residency, pay/benefits, peer support, etc) he decided to get more involved to give back to the FOP for all the FOP has done for him, and all the member's betterment. Ben was honored to be asked and selected to be a part of the FOP board. He looks forward to continuing making the FOP "better than he left it!"

I have served the Kansas City Police Department for 22 years, with the majority of my time being in patrol and currently in the Traffic Enforcement Unit. Prior to the Police Department I served in the US Navy active duty and reserves. I have been a member of Lodge #99 since graduating the academy. I served as an instructor for the C.I.T program, and Field Training Officer. Recently I have been elected to the Executive Board with this lodge. I have seen many good things come from being a member of the lodge, and hope to continue assisting others while being a member of the Executive Board.
Steve Miller
I served the on Kansas City Mo Police Department for over 32 years. Most of my career was as a Detective in Investigations Bureau (Homicide, Robbery, and Fugitive Units). I have been a member of Lodge #99 since it was created. As a member of Lodge #99, I have served as a Trustee, Chief Lodge Trustee, Treasurer and Executive Vice President. I was a member of the Negotiations Committee that negotiated the first three contracts for Lodge #99. At the State Conference in June of 2014, I was elected to the position Sgt at Arms for the State Lodge. I enjoy working with the State Board and assisting members throughout the State. At the State Conference in June of 2016, I was elected Executive Vice President for the State Lodge. At the State Conference in June of 2018, I was re-elected as Executive Vice President. During my time on the State Executive Board, I worked with many local, state, and national leaders on law enforcement issues. I am currently the Business Manager for the Lodge where I work closely with the Executive Board and handle the day-to-day operations of the lodge. Russ Lee has been a member of the KCPD and the Fraternal Order of Police since 2002. Over his 24-year career, he has served at Metro Patrol and currently works in the Traffic Enforcement Unit.
After seeing firsthand everything the FOP has accomplished for its members in recent years—including residency changes, improved pay and benefits, college tuition assistance, childcare support, and more—Russ decided to become more involved and give back to the organization that has done so much for him and fellow members.
Russ was honored to be asked and selected to serve on the FOP Board. He looks forward to helping strengthen the FOP’s voice and continuing to advocate for the betterment of its members.
Officer Tyrone Ewing

Born and raised in New Haven, Tyrone Ewing graduated from West Woods Christian Academy before beginning a career centered on service and leadership. In 2016, he enlisted in the United States Army, where he proudly served for three and a half years as a 19K Armor Crewman.
During his military service, Tyrone participated in Operation Atlantic Resolve, a mission focused on strengthening allied partnerships and supporting regional security operations throughout Europe. His time in the Army helped shape his discipline, leadership, teamwork, and unwavering commitment to service.
Following his military career, Tyrone continued his dedication to public service by joining the Kansas City Missouri Police Department, where he has served for the past five and a half years. Throughout his law enforcement career, he has remained committed to integrity, professionalism, and serving the community with honor.

Ron Orr

Ron Orr is a 29-year veteran of the Kansas City, Missouri Police Department and retired as a Master Detective. Originally from Washington State, he served in the United States Marine Corps and afterwards attended Southern Illinois University at Carbondale, earning a Bachelor of Science degree in Administration of Justice.
He is a Charter member of Kansas City Lodge 99 and has held several positions on the Executive Board including President, and recently served as State Lodge Trustee for the past 12 years. Ron will now represent Lodge 99 as its Political Action Committee Chair.
He previously served 2 terms as the Missouri State FOP Sergeant at Arms and currently is its Chairman of Trustees.
